Office 2000,cannot apply update

Hi,

Im trying to upgrade office 2000 to SP3.

I have applied all the other security updates.

My version is sp1. When I try to install sp1-a, i get a product already at this level.

I then try to run SP2 update, and get a cannot apply update error. Same with SP3

Anyone have any ideas on why this is happening?
