office 2000 calendar icalendar error opening meeting notice

When an Outlook 2003 user sends a meeting notice to an outlook 2000 user who attemps to open the email message, an error occurs. My understanding is that the cause is an ical compatibility issue but how can this be fixed?

Under Calendar options, the "When sending meeting requests over the Internet use iCalendar format" is checked.

I believe that the latest fixes have been applied to Outlook.

Something similar to the following error text is produced:
