Office 2000 and Excel

Every time I start Excel, I get several message boxes that say office needs to be configured, and then I must agree to the license. Each time it completes without error, and I "AGREE", but the next time I start excel, the entire exercise is repeated. How do I resolve this?

Office needs admin rights to do the original config. Try giving your user local admin rights.
 

Additional Information:

I have installed Office 2000 on a WIN2K server running terminal services. At this time the server has only the administrator user. This happens everytime I start Excel, and Only Excel.
