Off-site tape rotation

I'd like to set up a backup process which include off-site tape rotation. We are using Veritas BackUp Exec 9.1 and Quantum autoloader. The goal is simple - come to backup device once a week, take filled weekly full backup tapes and insert new. The problem is that I'd like to keep copy of full backup and all incremental tapes in the device. Does anyone have a description of jobs, media sets and so on to do this.
 
You would have to run a duplicate job of the fulls. Not know how big your library is and how many tapes a full would tape there are different options.
If it were me I would partition the library and have your onsite fulls goto certain slots with a given media set then offsite fulls to another media set. Setup a duplicate job based off the onsite weekly full to duplicate to the offsite partition media set. This way you always know what slot are your offsite , etc
 
The autoloader contains 16 tapes and full backup takes 3.
