off/on loop

When a shutdown this Win2k PC it almost completly shuts down, then it it gets caught in this endless on/off loop turns off then on beep then cycle off/on again.

I have a drive bay so I can swap the O/S drive. the other drive with Win2k it does not do this when I shut down. Both drives are Identical western digital drives. It's an Iwill mother board with an Athlon 1ghz cpu. before i realized it only did it on one drive and not the other I replaced the PSU. Any suggestions other than reinstall?
 
I had the exact same situation as i use those drive bay trays myself. One would work fine the other did the endless loop. I did a win xp repair to fix the one that was looping. Can you do that with win 2k?

In win xp you can right click on my computer, go to properties\advanced\startup and recovery\settings. There you will find a setting to automatically restart. Just uncheck that. Of course, that is win xp, i dont know if win2k has that feature. And the loop happens only in reference to some sort of error. In win xp it also writes a log and you can find a reference to the type of error in that log. Do you have that feature in win 2k?
