With a BCM 3.7 can the auto attendant give callers the option to transfer to a cell phone ie. "if this is an emergency press 7 to be connected to a technician". I have seen this done on other systems using hook flash

Yes, out of the AA, you just set up a Path (7) with External transfer. You can also use Outbound Transfer and the digit (7) out of a Vmail box.

You can use hook flash if you have that feature enabled on your lines by putting "#" before your external phone number.This will do the "link" feature on your line.
If you're using a PRI select "route" then the destination code for your PRI(9) followed by your external number.
