Off-hook timer

Hi,

Preamble :) : when we go off-hook and then no dial, the system waits 8 seconds, then sends three-tone.

Question: is it possible to set this timer to, for example, 16 seconds? Or this is prohibited for PABXes as class due to common resourses limitations?
