Yes, in order for OEM to submit jobs to another system, the job must be handed off to the Intelligent Agent at the OS level. For this reason,all NODES in your OEM Console need to have PREFERRED CREDENTIALS setup, listing accounts that have the proper logon and access rights to the NODE.
Usually the ORACLE user will have enough permissions to perform any job requested through the job system.
