Let me start off by saying I know just enough about computers to be dangerous!
I use OE express for my email. Recently I have the popup come up when I am in my email (OE) program that will say that microsoft can compact my files/emails to save space. If I am typing an email and this comes up my typing may sometimes invoke the compacting procedure. If I close it out and /or let it go it seems to effect my email in regards to my email history disappearing, both inbound and outbound. I have lost anywhere from 22 days worth of email history up to 5 months of history and no one can tell me how to recover those emails. I am hoping someone here can give me some insight on how I may be able to recover them.

The compacting is not taking your e-mail away. It should only be cleaning out space in the DBX files that store the Outlook Express folders such as Inbox, Outbox, Sent, and ones that you have created.

Normally, if using OE version 6.00.2900.5512 (HELP ABOUT) it will only ask you to Compact UPON exit.

Read this regarding the process and see that you are up to date. It shouldn't be asking you in the middle of an e-mail or working in your Inbox unless you're out of date.

You may have OE message store corruption. In which case it would be better to start fresh and import the messages from a backed up copy of your current message store and see what can be salvaged.
