OE 5.0 - url's in mail won't open in the foreground

I have recently started having a problem, really a nuisance, that I haven't had before. If an email includes a url and I click on it, the window does not come to the foreground. It only appears in the task bar. Nothing has changed on my system recently.

My system: Win2k, 96Meg Ram, IE 5.0, OE 5.0.

Any ideas?

Look up the file association for URL: Hyper Text Transfer Protocol and look at the command line for the OPEN action.

It should read similar to

"C:\PROGRA~1\INTERN~1\iexplore.exe" -nohome

and then under the DDE options
DDE Message:
"%1",,-1,0,,,,

IExplore

I have checked this out and it all looks as you suggested. The problem still exists.
