Odd replication issue

We are trying to set up sql 2005 transactional replication and when we are trying to set up distribution it fails with a message that the password validation failed. The password does not meet the requirements of the password filter dll.
The odd part is if I create a sql account with exactly the same password as I am entering in distribution it works fine, no errors and that is with Enforce password policy turned on.

Any suggestions? This server is in a DMZ (no domain controller). We set up replication in the same environment not in the DMZ using the same password filter file, same lsa settings and it worked fine.
 
Have you tried a couple of other passwords both strong and weak to see if it will take?

I concur with the idea of testing strong and weak passwords.

It sounds like there's a policy on the DMZ server which enforces password strength (try passwords of at least 8 characters, with at least one each of letter/number/symbol). This would only affect Windows authentication, not SQL authentication.
