Pinging one of my routers I get the following results:

Reply from 123.45.67.89: bytes=32 time=50ms TTL=28
Reply from 123.45.67.89: bytes=32 time=40ms TTL=28
Reply from 123.45.67.89: bytes=32 time=40ms TTL=28
etc
etc
'For a total of 12 ping packets and then...'
Request timed out.
Request timed out.

Reply from 123.45.67.89: bytes=32 time=931ms TTL=28
Ping statistics for 123.45.67.89:
Packets: Sent = 13, Received = 10, Lost = 3 (23% loss),
Approximate round trip times in milli-seconds:
Minimum = 40ms, Maximum = 431ms, Average = 63ms
Repeats every 12 packets without skipping a beat.
I have no idea the cause, so I turn to the experts.
