odd formatting, not sure why 1

I have built a pretty simple report which is supposed to be two pages. The first page should start printing about 1/2 way down the page since it will need to be on 'special' paper, so I placed the fields about where I thought that would be in the layout model. This works fine.
The second page's data should start at the top of the 2nd page; I have lined up a repeating frame containing a couple of fields with what seems to be the top of the second page, but the data starts printing at the same spot the first page starts on - about 3.5 inches down the page. Is Oracle reports trying to do this as a favor to me? I mean to say, I have a read a bit about oracle reports' dynamic field layout logic and it sounds like it might just be taking the layout into it's own hands.
Any thoughts on this? Thanks!
 
To reserve space for the header on the first page, just draw a fixed-sized frame and set its "Print Object On" property to "First Page". Put your content right below the frame.
 
I have tried this, but it does not seem to keep the second page from having too much blank space at the top.
Here is what it looks like in layout view (blk frame set to print on first page):

If I try to just drag the fields from the second page up a little within the preview, they pop up to the middle of the first page. Any suggestions? Do I need to start over?
 
OK,
please set vertical elastisity of that first page frame as Variable and put a field in the bottom of the frame. Set the field Source as anything global (Current Date) and set its color to white (with no fill and no frame). Should work, I just tried it.
