ODBC ERROR! on a custom report

ODBC error: [provideX] [ODBC DRIVER] {PVKID] Data Record 1 file is busy-retries unsuccessful. Error detected by the database DLL.

Not sure if its a licensing issue or something is blocking a specific folder. Any ideas?
