ODBC Drivers Could Not Be Found (MSACCESS)

I am using MDAC 2.8 sp1 on Windows XP sp2. I am trying to perform an ODBC link from an application to an Access2000 database. When I try to establish the link I get the following message:

Setup routines for the Microsoft Access Driver (*.mdb) ODBC driver could not be found. Please reinstall the driver.

<I click OK>

Component not found in the registry.

Does anyone know the fix for this?
