How do I distribute my Access ODBC driver and implement it with my compiled application? Is there a Microsoft technical reference?

Your drivers can be distributed by installing the correct MDAC.

Microsoft.com has all the instructions you need to install MDAC's as part of your own setup. Search for it there.
