ODBC and Workgroup Security Permissions

I have recently set up workgroup security on a database and now have permissions issues when I query the database from Excel. My security is set up so that I am the only one in the Admins group ( I removed the Admin user from this group). I also created new groups and deleted all the permissions for the Users. Before this security setup the queries worked fine, but now I get an error when I try to connect to the database "ODBC Microsoft Access Driver Login Failed - You do not have the necessary permissions...". I discovered a work around by adding back the necessary permissions to the Admin user or Users group and then it works. Does anyone know why the query/ODBC will acknowledge only the Admin user? Is there a relationship or link with the old system.mdw when the datatbase was created? If this is the wrong forum, please let me know.
