How do we set up a Manager/Secretary function on a Serenade?

Our hard disk failed last week and has been rebuilt using the floppy backup by our vendor. Now we have a user that says she used to get the message waiting notification for her manager delivered to her phone. Is this a user enabled function or a programming setting?
