OCTEL Notification issue

When setting up outcall notification to my cell phone, the system automatically adds the area code to the ouctcall number field. In my case, it adds area code 410, so I put only the 7 digits of my cell phone in the outcall field and it works. The problem is we have area code 443 with is also a good local area code. But when I add 443-XXX-XXXX it adds the 410 in front. What setting adds the 410 automatically? Any ideas? We are 10 digit dialing for local calls.
 
Please specify what type of OCTEL voice mail system you are using and also the s/w level.

Wow you mean to tell me you type in xxxxxxx and it addes the 410 to it in the profile? I have never seen this before or am i not understanding this right

That's right. My cell phone # is 410-302-XXXX. I put 302XXXX in the outcall number field and when I turn on dch msgo to look at the dialed digits it adds the 410. I have the same issue at another site where it adds the 202 NPA. What happens there, is if I put the 202XXXXXXX in the outcall field the PBX outpulses 202-202-XXX-XXXX and the call never gets completed.
 
What is in menu 6-1 for the digits to dial an outside call for local and LD?
