You usually work through your BusinessPartner to have Avaya authorize the hours. It's done in 5 hours increments or you can get a package to authorize all the storage capacity hours
Unfortunately, you're not going to get around Avaya on this. If all you want to do is increase your RTU for hours, consider purchasing a Velocity upgrade instead. These tend to be a lot cheaper than buying storage hours, and have the effect of eliminating all restrictions on storage, fax, and visual mailbox.
