OCS R2 Attendent Console Conferencing

I am testing this console and just wanted to put a conferance call and drag two users in but soon as I pull the users into the conf area it changes the green handset to a arrow to "connect through my pc" logo?
I have av conference running as VM on the medation server
and the service for conferencing is started?
