Obtaining current system time (preferably in epoch) for TEC 3.6 rules

Can anyone advise me how to obtaining current system time (preferably in epoch) for use in rules in TEC 3.6.X. I notice that native prolog has the get_time predicate and TEC 3.7 makes use of it, but it doesn't seem to work in 3.6.X
