Observe key

I have a problem with observation 1 agent.
I have configured CLS SPV and key XX obv. I can observe all agents beside one agent.
When I try to observe him I hear busy tone. Why?
Maybe any flag but I compared his profile with another one and it seems the same.
What to do?

if that agent is logged in to the same group, the obv key needs no other cls marks.. i would out that agent and rebuild it
