Object v. tooltip priority

I have a tooltip that appears behind objects such as dropdown lists, etc. Is there a straightforward approach to ranking objects? Not quite sure how to approach this problem.
 
You could hide the relevant objects before showing your tooltip, and show them once the tooltip has gone...

I believe you could also put your tooltip in an iframe and give that a higher z-index, although which solution is right for you might depend on the circumstances. Give them a whirl, and see which you prefer.
