Object edge versus cursor position

In early versions of Corel Draw when you selected an objects handle the edge of the selected object and the cursor position were the same and indicated on the rulers.
Since about ver 8 the cursor position in the rulers is about a 1/16" diferent from the actual object edge.

Anyone know how to make them the same?
