OB dialing w/ all zero's for DID won't dial area code 740

I have agents that show all zeros as their DID when dialing out. They have not problem dialing any area code except 740. If the ext has a a zero DID I can not get through to 740 numbers. If I user their regular DID number, the call goes through.

I have tested this over all the other TG's in the PBX and it works fine with the all zero DID.

Called carrier they stated we have to put something in the number other then all zeros.

Is this a option I can change on the TG level or ARS?
