O/ E Item Description Over-Write

Is there any way to prevent users from over-writing the product descriptions in O/E Order Entry or Copy Order

You could look at hiding those columns but that's not fool proof. You'd have to go with customization.

SQL trigger maybe? Replace description after record insert, something like that.
I've done some stuff with SQL triggers that would not otherwise be possible without heavy customization.
Agreed not ideal but sometimes ya gotta do what ya gotta do.

In the case of people changing the descriptions of the items on your order I would suggest that only certain people can have access to creating orders.
