NXX routing problem

We have a CS1000-E 5.0 DSN switch that uses pre-emption dialing. the problem that we are running into is our state has one area code, and a majority of the nxx's are long distance. I am trying to create a RLI to route this properly. I have created a RLI with a Entry 0 with our DSN trunk and Entry 1 with our long distance trunk.

When I dial a 9 (access code for AC1) 1-4 (preemption code) it uses the DSN trunk. But when I us 95-99 the switch intercepts it an gives a RAN announcement saying that you are dialing it wrong. Our long distance trunk is setup for pin code access, which I should be getting that.
When I set the FRL to 2, it goes right through but does not ask for the pin code. All our phones are NCOS 2 or 3, so they need the pin code to access the long distance. The NXX is used for both DSN calls and in-state long distance.

Any help would be appreciated.
 
Try defining in ESN block under ac1 SDGT 98 and 99 as loc. When dial locally dial 99, dial 98 for ld. Set your RLB for regular route first then the Defense rt. In the regular route use DMI that DEL 1. Hope this helps
 
I redid the RLI to show the long distance on top and them the DSN. I created a DMI for 28 that subtracts 1 digit. 8 & 9 are already set to LOC in the ESN under AC1. I still get the message when I try to dial the long distance number using 98 or 99. the DSN still works with no problem.
 
I think your FRL for your NCOS is equal to 2 or greater. If it is, then I don't think you will get prompted for a pin. Just for a test if your NCOS is equal to FRL 2 then lower it to frl 1 in ld 87. Run a test call from a phone of NCOS 2 and see what happens. Good luck.
