The none box is highlighted, if I then click on a numbered box and then on 'restart numbering Word just gives me a copy of what I had before, next to the original numbers.Example:

1.2 1.2
3
1.1 1.1
1.2 1.2 etc
It appears that someone tried to do their own numbering manually.
The indented or outline numbering occurs when you have this function turned on. Unfortunately, just turning it on, won't do the trick. After you turn the outline feature on, you may have to go back and remove the "old" numbering. Skip,

I would suggest the following:
When using any type of outline numbering styles in word go to Outline View.
If you try to work with outline numbering in normal or page layout/print layout view you will fight with it. The program tries to demote your text to "body text" in any view other than outline.
Once in Outline View select all - then turn on your numbering.
Same thing applies later when you have to make changes - recommend you go to outline view to add or remove any paragraphs which will cause the numbering to be altered in any way.
