Numbered Lists

I am trying to number a list. So far I have numbered paragraphs 1, 2, and 3. Just before #3 there is an unnumbered paragraph to which I cannot apply the style (no matter what hoop I jump through).

I have an image of this, but it's not clear to me how to upload it. Any ideas why this apparent paragraph will not accept the style? I say "apparent" because it might not be a real paragraph -- just appears to be. But I don't know how to turn on paragraph markings so that I can be sure.

Well you can go to Type>Show Hidden Characters or CMD+I or CTRL+I to do this.

You could have a soft return in there, so it still sees it as a part of the previous paragraph.
