Number of VM ports required TD 816

Hi All
Advice needed on number of vm ports required
Customer has td 816,16 extensions, 4 lines only 2 of which are for incoming calls ,wants to use AA,only 6 of the extensions might use voice mail but these extensions would be interested in using 2 way recording
Phone system is not extremely busy
How many VM ports needed???

I would say 2 ports are enough...F
