Number of open connections

I have opened a report, then closed, opened a report, then closed etc. It currently shows that there are 5 open connections, but there are none. How can we get the open connections to release when the user closes their browser (we use unmanaged reports on CE 9 Standard). If the user is not actively accessing the data or the browser is closed, why does it hold this connection open?
 
I'm on the most recent SP of CE 9. I stopped the WCS, went to properties and added -DefaultSessionTimeout 2 and the restarted the service. I then logged into a report 5 times and waited (now 7 minutes) and we still cannot access. In the management console, it still shows that 5 of 5 open connections.
 
There is actually a delay between the timeout and the actual release. The cleanup runs every 2? minutes or so, so it could take up to 4 or 5 minutes to release. There are several articles about this in the knowledgebase. I am not disagreeing with you that it is flaky, I have had problems with mine as well.

My problem is that I want the timeout to happen quickly but also need to allow time for people waiting for longer reports to run. Both count as "idle" time so it turns into a bit of a catch 22. I wouldn't think that waiting for an actively processing report would count as not doing anything, but it does.
