Number not in use, Goodbye message

I am receiving the message "This number is not is use. Goodbye" when I dial into the location on several of the lines. Internally, the lines work fine.

The message does not include a code at the end, so I am assuming this is a Legend issue??

Turns out this was an error on SNET's part wherein they were broadcasting a message without the federally required message id at the end. Finally got a tech out to the site and disconnected everything from the demarc and still got the message.
