Number format to allow leading zeros

How do I format a number field so it will allow leading zeros in the field. ie. 001

Using Access 2007

I did try that but it forces the leading zeros rather than it being optional. It is better than anything I have found so far though. Is there a way to make it optional?

optional implies some criteria for directing the optional activity?

so the criteria could be implemented in a UDF or, possibly, in some embedded format function of your report?
