How can a field in a form be queried for null or blank values?

You may process this condition by specifying DEFAULT_WHERE block property in pre-query trigger . Don't forget to reset it in post-select. As form embedded feature - the answer is NO.

It can ! User can query :X in this field. A pop-up appears and there you enter ->
:X is null.

Or you can enter the condition "# is null" in the field (double quotes not included), provided its query length allows for that.
