ntuser.dat in use message starting Outlook Express

Everytime I start outlook express v6, I get the following message:
Cannot delete ntuser.dat: It is being used by another person or program. Close any programs that might be using the file and try again.

I thought this might have been caused by an abortive attempt of mine to create a separate login and email account on the machine, but I've deleted that second account, rebooted, and still get them same message.

I'm running XP.

I just click OK and continue, but it is annoying and indicates someting is messed on my machine. Any ideas?
