Ntuser.dat and registry compatibility

Can I use the NTuser.dat file from a profile on an NT 4.0 server for a user on a Windows XP/2000 system? If not, can I just export the registry keys I need and merge them on the workstation?

You can certainly export the registry keys, convert them to an .adm template, then use that template to create a GPO.
