NTP config question

Hi All,

Can I configure NTP on one of our servers to be 15 seconds of the time server? If so how would I do this?

According to our former Unix admin, this server has to be the same or ahead of another server that we get lab orders from, and this server is an outside our company. He wants to be on the safe side. Currently our server is 2-3 minutes ahead of the time server, so there is no issue.
 
if that isi the case don't run ntp let the server self clock since you don't want the correct time anyway
