NTP always prefer itself as the best

I want to use one linux box B as both ntp client and ntp server--

win-ntp-server-B------linux-server-B-------linux-client-C

here is my linux server ntp.conf:

We can see that the * is one line of LOCAL(0).
Why it use local ntp server but not winboxA?? I have changed A's stratum to 4,it is higher than linux box B's 10.
