NTFS Permisson on users HomeDrive

I have a file server for users Home Directory.
When ever I create users folder under USERS it put's a check mark on [Allow inheritable permission parent to propogate to this object and all child object is not checked on USERS folder].

This way all users are able to go into other user directory. Right now I manually go into each users directory and uncheck [Allow inheritable permission parent to propogate to this object and all child object is not checked on USERS folder]
How can I prevent the users shares not to inherit permission from parent by default.

On the Root Folder USERS, there is no check mark for [Allow inheritable permission parent to propogate to this object and all child object is not checked on USERS folder]

 
Use a script to create and set folder permissions. XCACLS can take care of this easily enough for you.

so, checkmark for [Allow inheritable permission parent to propogate to this object and all child object is not checked on USERS folder] is checked by default.
 
Unless you intentionally preserve the rights, XCACLS wipes out all permissions and you need to specifically set what you want.

what I found out was, Everyone Group permission is inheriting from the top level.
here's what my file structure is
D:\ Drive (hard drive itself)
Share under D:\ users (this does not have, check box checked to allow parent permission to propogate to chid object)
Now I create each users directory under Users and by default everyone go into other users directory because by default when I created directory for user (check box was checked to allow parent permission to propogate to chid object). is this by default?
 
Yes that is the default.

If you set permissions via script using XCACLS it will wipe all previous permissions.
