NTFS file permissions

I don't think this is possible but:-

I have a directory containing a number of files and user A has full access to all of them, we need user B to have full access to just one file and no access to any of the others (not even read access) and also no access to any new files that are created without having to manually change the permissions. The only way I can see of doing this is to place this one file into a different directory or am I missing something simple?

I'd just put it in a different location. Anything introduces the potential for more management complexity.

That's what I was thinking, oh well the users can't always have what they want!!!
