Ntconfig.pol is locked!

Hi,

I have tried to modify my system policy, only to find that access is denied because the file ntconfig.pol is in use by some other process. This is even the same after rebooting the server. I have stopped replication as i though it might have a lock on the file but it hasnt helped. I cant copy or rename the file or anything. Is there a way to find out who/what is using this file and unlock it?

Can you access/change its security properties? If so, try removing everybody's access to it, and then reboot server. When it comes back up, nothing should be able to to access (or lock) it. Put normal permissions back & see if now accessible.
Just an idea.
