NT4 Policy Problem

I have a small network with a PDC and one BDC. I have directory replication tested and working ok. I have checked the policies and associated files and permissions on both DC's and all seems identical on both. However when users log onto the network and are authenticated by the BDC they get the 'run' command yet they shouldn't. They also get other things that they shouldn't which are restricted thru the domain policy yet if they happen to be authenticated by the PDC then all restrictions are in place.

Any Ideas..??
