NT WORKSTATION RUNCHECK.EXE

Im having an error message when I log in to NT4 Workstation without administrator priviliges. The error say "error in runcheck.exe and it gives some hex addresses". This is a new install and Ive neer seen this before. Once any user has admin priviliges the error does not occur. I checked the registry for "run" programs and gave full access to everyone but the problem persists. Can anyone assist??
