Following an unsuccessful RAS setup, Control Panel now crashes if accessed by a user with administrator privaleges. Can anyone help ? as I am reluctant to reload NT

How was the RAS install un-successful? Are there any error messages when trying to start Control Panel? Is it just those with Admin privileges or is it profile related?
You can try to run the individual *.cpl (Control Panel) files on their own by double clicking them in Windows NT Explorer and try to re-install or remove RAS.
