My NT server running IIS is flatlining at 100% utilization for extended periods of time (via taskman cpu monitor)
Management can, from a local network pull up web pages and get quick response, and clients accessing the web server over the internet take 30-45 seconds to load the page.

Which is more accurate:

1. The server is TAXED, More processing power is required immediately based solely on CPU Utilization.

or

2. Web Server response is not related to CPU utilization Management can pull up web pages quickly even when utilization is 100%. Therefore no more processing power is required and there must be another underlying cause why response to the client is slow.

and any other ideas you might want to toss in the fire...
thanks.
