NT Web server utilization question

My NT server running IIS is flatlining at 100% utilization for extended periods of time (via taskman cpu monitor)<br>
Management can, from a local network pull up web pages and get quick response, and clients accessing the web server over the internet take 30-45 seconds to load the page.<br>

Which is more accurate:<br>

1. The server is TAXED, More processing power is required immediately based solely on CPU Utilization.<br>

or <br>
<br>
2. Web Server response is not related to CPU utilization Management can pull up web pages quickly even when utilization is 100%. Therefore no more processing power is required and there must be another underlying cause why response to the client is slow.<br>

Check the memory utilization, if it's high, add more memory, otherwise add another processor. Also check the virtual memory tab (on computer properties) as well as other server applications.
 
What kind of connection does the server (or the client) have to the internet.&nbsp;&nbsp;You are probably running at least 10MBps locally.&nbsp;&nbsp;Doe DSL and Cable suscribed clients load pages faster?&nbsp;&nbsp;Even if both had a dedicated t1, the local network is still 10 times faster.&nbsp;&nbsp;If the client is using POTS, they, at best get about 40Kbps (0.04 Mbps.), 25 times slower - 1 second on 10BT, 25 seconds on dialup.<br><br>I agree with the memory suggestion above.&nbsp;&nbsp;You can't get too much.&nbsp;&nbsp;How much cache?&nbsp;&nbsp;NT w 256MB RAM needs 256MB swap.<br><br>What processor has the server?&nbsp;&nbsp;If the processor is going to 100%
