NT system shows open resources after the user has logged off

My NT server shows open resources and files in use after the workstations have closed them and logged off. I have to manually close the files in NT before I can run backups or do certain administrative tasks.
For example, in Peachtree accounting I have to have all users logged off to change the accounting period. NT shows the resources as being open even though the user is logged off.
Any ideas?
