NT Server service hangs on autoreboot

I have at scheduler using the shutdown /L /R /Y to reboot the server. when it does this the server service hangs and fails to start sever very important services. after more than 12 hrs (dont know exacly how long but i know it is at least 8 hrs) the server service finnaly starts. i can make a work around using at schedular to stop and start the services but that is kinda ugly. any imput would be greatly appreciated.

nothing in the event viewer just the error:
"server service hung in a post startup state"
