NT not running exe files 1

Hey I have a NT 4 workstation that when the user tries to execute a file the computer just sits there and does nothing.The same thing happens if you put a autorun CD in the CD drive,the mouse pointer and hourglass appears like it is going to start running the program and then it does nothing.Now if you tell the machine to restart right before it clears the screen you will see the program that you were trying to run giving you a splash screen before it reboots.Have you heard of that?
 
there is a virus that could have this effect, though its name eludes me right now. . .

check your registry: you may be able to run regedit if you rename it to regedit.com


[HKEY_CLASSES_ROOT\exefile\shell\open\command]
@="\"%1\" %*"

if it says anything else that could be your problem.
