We have a user that has an NT4.0 workstation logging on to a NT4.0 server, that has a problem that when they click on a network drive it takes about 15 seconds to open and display any folders. The workstation has a static ip, as we cannot get the dhcp to work with NT4.0 workstations.

Are the server and workstations also running NetBEUI? Have you checked the binding order of the protocols?

The worstation is running netbui, but the server is not, not sure how to check the bingin order on NT4.0

Go to your network properties screens, I forget which tab it is on, you can expand your network card, and see what protocols are attached, you can them move them up and down in the binding order. If the server isn't running NetBEUI, then you should move it down in the order. Are you running WINS on the server? If so, make sure that is also specified in IP properties.
